Jorge L. Cerame questions why the government would cancel a popular program that is able to accommodate only half of the people that wish to complete it.

Although the much-needed governmental study of the increase of motorcyclists fatalities hasn't even been commissioned yet, the studies that have taken place indicate rider education is the key to saving lives. Why any government would cancel their motorcycle safety program is mindboggling.

If Michigan saves $2 million -- the number Mr. Cerame quotes officials as the total cost of the safety course -- by canceling the program, what will the human costs be?
